English Teaching Method Adopted by America

Reading English exactly without seeing International Phonetic Symbol is a worldwide problem. The problem of inability to read English words exists in every English-speaking country such as the United States, England, Canada and so on. The United States adopts Phonics teaching method. In this way what students have to learn is not International Phonetic Symbol but to read English text directly on the basis of English letters, but about 30%-40% of students still have reading obstacle. Owing to this method¡¯s limitation, thousands of schools in the United States decide to use the method of Whole language instead of Phonics. However, to their surprise, a lot of illiteracies emerge and students' reading obstacle attains to 50%-60%. Ministry of Education of the United States reveals that there are 90,000,000 adult illiteracies. Other countries adopting this method also have similar result. The rate of illiteracy in England has accounted to 22%.
America is extremely shocked at this fact. Doctor Rudolf Flesh in America brought this secret out in the open through deep research on it that all the schools had chosen a wrong teaching method. It¡¯s inevitable that this method would result in students¡¯ inability to read.
Doctor Reid Lyon in Human Resources committee said that about 60% of children's reading problem is a grim challenge. Reading failure is a serious national problem, so it is not the result of the differences between poverty and richness or the issue that English is regarded as a second language.
NICHD in Children Health and Human Development Research Institute thought that reading failure reflects not only an educational problem but also an important public healthy problem. In order to connect letter notation with sound, beginners must be aware that spoken language can be divided into smaller phoneme while phoneme can be denoted by letter notation. It is prerequisite for the exact and fast reading to understand that written words denote phonemes in the spoken language systematically.
The Congress of the United States entrusted the task of reading teaching research to the experts group. According to lots of researches on literature, they made a conclusion that the most effective way of teaching children to read is the concentrative and systematical phoneme teaching method. They though that the effective reading method is to teach children to divide words into phonemes which can be symbolized by letters, and these letters can be connected together into words. With teachers' guidance, children practice reading and apply strategy of reading comprehension on it to guide and improve their reading comprehension.
Reading problem of American has not been a secret. It has attracted common attention of President, journalistic circles, business circles and families. It is reported in the article in Chicago forum on March 2nd 1997, which is called ¡®Enormous Quantity of Children Influenced by the Teaching Method¡¯, that we know what we should do and we also have mastered the relevant information, but we are unable to put it into practice.
This piece of information suggests that Americans have been conscious of the importance of phonetics teaching method, and they have also mastered the failure information about whole teaching method, but they cannot find a better one. The professor in Fujini University in the United States Tom Estes thought that it would nearly a miracle if someone could solve this problem.
Bush's government invested 900,000,000 US dollars in schools to recover the method of Phonics in 2002.
The Times December 02, 2005 Ruth Kelly spells out a return to sounds-based approach to learning language :
ALL 5-year-olds must be taught to read using a traditional ¡°Phonics¡± method from next September, Ruth Kelly said yesterday. The Education Secretary abandoned the central element of the Government¡¯s literacy hour in schools after a damning official review concluded that it was failing children. Schools will be told to drop the ¡°searchlights¡± system, which encourages teachers to use a range of methods. Instead, they will be expected to use Phonics ¡°fast and first¡±, Ms Kelly said. Children will have to learn the sounds of the alphabet and how to put them together to form words.
The fact that this method is readopted just suggests that there aren¡¯t a better way of learning English not that Phonics is the best. It wouldn't have been replaced by Whole language 60 years ago, If Phonics had been the best English Teaching Method. Today Whole language adopted in primary school has already failed in America and England whose mother tongue is English. It¡¯s considered whether it could work in China. American government and British government can rectify this mistake in time, why cannot China do it? The population of China is much larger than that of America and England , so it will be more difficult for China to correct pupils¡¯ pronunciation.
During Bush¡¯s visit to China in February of 2002, he had referred to reading obstacle existed among American children in his speech at Tsinghua University. Bush said:
¡°One of the saddest facts about my country is that there are a significant number of fourth-grade students who cannot read at grade level. Imagine a child who can¡¯t read in the fourth grade is a child that¡¯s not going to be able to read in the eighth grade. And if the child can¡¯t read in the eighth grade. It¡¯s likely that child¡¯s not going to be able to read sufficiently when they get out of high school. and therefore won¡¯t be able to go to college. It¡¯s a shame in America that that¡¯s the case. ¡±
From Bush's speech, reading obstacle has not been settled in all English-speaking countries.
When Clinton was elected as President in 1992, he appropriated 2.7billion US dollars as educational funds for the solution to children's reading obstacle, and a summit meeting about education was held in Philadelphia in 1993 to mobilize 100 social armies to help children solve this problem. By the time Bush was elected as President, educational funds had risen to 5 billion. Today about 15 billion US dollars has been appropriated for the solution to this problem in America every year.

From the diagram above we can see that the phonogram of Phonics symbolizes these 42 phonemes except phonemes: ere(here), are(care), ure(jur¡¯y), ure(pure), tr(tree), dr(drive), ts(its), ds(ki¡¯nds). I summarized 286 rules of pronunciation. As long as you master these rules, you will be able to read out 99.9% of English words correctly, whereas only 120 rules of pronunciation are summed up in Phonics. With these rules you can only read out 80% of English words.
Phonics has been listed as the subtitle of the teaching research about Phonics in the network environment, which belongs to the key question for study about the research on the network construction countermeasure of educational information and resource in the National Education Science Program the Fifteenth Ministry. Thousands of students in China have studied Phonics and made much more progress. Such a method is emphasized by Ministry of Education and welcomed by teachers and students. The Difference Between British English and American English

British English mark its words in the international phonetic symbols, and American English in the K.K. phonetic symbols.
